No. 1.
Sir Edward Grey to Sir J. Jordan.
Foreign Office, April 7, 1909. (Telegraphic.) P.
CANTON-HANKOW Railway. See my telegram No. 69 of the 4th instant. The German Government have informed His Majesty's Ambassador at Berlin that they could bring no pressure to bear on the German group, but that if the Agreement were stopped by the action at Peking of His Majesty's Government, they would have no objection whatever.
The German Government take the point of view that they cannot recommend the German group to break with the Chinese Government now that the matter has reached the stage of a fait accompli.
